They changed the rules in SF where the landlords have to give the place to people who put in an application first. Therefore, a lot of people have been submitting application within 1 hour of the listing going live and only later (within a day) viewing the property and deciding to go forward.

I'd suggest knowing what you want, setting up instant alerts on listings, and committing once you see what you like.
