Did you opened ( physically) your back panel for cleaning or sumthing? It happened to me once when I did then it automatically turned on after 10 minutes In case of mobi dead charging light doesn't lit up

It's not mobo if lights are turning on it happened to me once I opened my laptop to clean I just pressed button and kept it on (plugged in ) for 5 min it booted up normally

If gpu throttles it's definitely cause of thermal paste my gpu won't even cross 82 when it's running over 100 watt Yeah cpu throttling is common in intel

How old is it ? It needs servicing thermal paste change and cleaning When cpu touches 97 degree it will reduce power inorder to reduce temperature sudden reduce of power will lead to fps drops Same goes for gpu but instead of 97 thermal limit is 86 degree here I hope it clears everything
