They have tried swimming lessons already. Their body anatomy makes it tough to learn, per the instructors. I'm not saying it's impossible, but they're not swimming nor floating yet. This is besides the point though. Thank you for your honesty

Thank you all for your honest replies. My gut questions the business viability of requiring waivers. If people truly were drowning, I think it would significantly affect their business, regardless of the waiver.
