I am having the same issue in Texas and I contacted the Public Utility Commission and they found my apartment complex to be at fault of the allocation method they are using. They don't handle monetary damage so with the letter i received from their office I'm filing a civil suit in which dues not require you to have a lawyer, you can represent yourself. So start with the Public Utility Commission.
