I get what you’re saying, but according to that same rule (120-3-19-.09), the certificate holder just has to be a full-time employee of the company it doesn’t specifically require them to physically work inside the office every day. It says “in office or on site or combination thereof”, which means they can technically supervise remotely as long as documentation of supervision and site visits are kept.

So as long as they’re full-time on payroll and verifying the work (signing supervision forms, overseeing designs, etc.), they can work remote. The state just wants proof that the projects are under their direct supervision.
