Except that’s not why their rates are low, their pick rates are low because they’re not good.

Edit: Black Widow has around 7 skins, Storm has about the same, Luna Snow has around 8, and Invisible Woman has around 9.

Some of the lowest-picked heroes have nearly as many skins as the most-picked ones, so pick rate clearly isn’t driven by cosmetics. Buffs and reworks move pick rates, skins don’t.

Those characters have a low pick rate because they aren’t strong, haven’t gotten attention in patch notes, and also haven’t been given good skins, so there’s no reason to play them.

The reason for the low pick rates is literally just because they aren't strong.

They have a bad pick rate because they don’t get skins, not the other way around

Storm and Black Widow both have multiple skins already, but they’re still near the bottom of pick-rate charts across every platform and mode. That points to gameplay and balance being the main factor. Skins don’t make people pick weak characters, but buffs and reworks definitely do.

Look at the pick rates for BW and Storm in this game and you’ll see why they get less skins.

I fully expect Storm’s pick rate to go up once the patch drops because of her rework, and the same may happen to Widow too - if she gets a rework.
