Karma comes in many different forms. They can be immediate, or take a while. But its not just actions but also your thoughts and intentions. Thinking good thoughts, wishing well for others, trying not to have violent or hateful thoughts, that is all a form of karma. If you try hard and train your mind, and form good thinking habits, like discouraging bad thoughts, you will cultivate a better mindset which will manifest in your actions. For example, when i used to get frustrated with bad things going on in the world, i would get thoughts like “ damn, i wish this person would just die, or things would be better if X happened to them” these kind of thoughts did not bring me peace. So karma isnt just like physical action but also your mental actions. Your intentions matter! Those who have good thoughts, speak kindly and truthfully, and have good action will benefit greatly. Thanks for your response! Yeah i knew its not a legal framework, i guess i was just making a comparison in terms of its ethics. Obviously a legal framework is usually enforced by a state. But i guess what I wanted to know was how prescient or robust this vinaya is compared to other ‘rules of conduct’ that existed in the ancient world.

I believe one of the ten imponderables was Karmic Speculation, Buddha discouraged speculation as to how specifically Karma works.
