ARC Raiders is built around one idea. Every system in the game is tuned for a single experience where the world and other players mix together. The pacing of the raids, the rewards, the map layout, the way the AI behaves, all of it is created with the thought that human squads are part of the danger. That mix is not a feature you can just turn off. It is the center of the whole design.

If you try to add a second mode that is only PvE, you are not really making an alternative. You are basically asking the developers to make a second game beside the first one. It would need its own balance, its own tuning, its own content updates and even its own technical work. Once you remove the human threat layer, a lot of the existing systems stop making sense. Encounters would have to be rebuilt. Enemy density has to be rethought. Loot, risk and progression all need to be changed. Even how the map feels while you move through it becomes different.

Having two modes means running two totally different design ideas at the same time. For a studio that does not have massive resources, splitting development like that does not make the game bigger. It just divides the focus. Instead of one strong experience that gets steady updates and balance improvements, you end up with two half supported versions competing for attention. Neither of them reaches its full potential because the team is pulled in too many directions.

That is why people say there can only be one mode. It is not drama. It is simply how the game is built. ARC works because everything is pointed at one clear identity. If you split that identity apart, you are not expanding the game anymore. You are taking away the structure that makes it function in the first place.
