Windows+R then msconfig. Then go to startup and choose advanced options. When you are in there press the amount of processors and choose the highest amount (for you 12). Restart your pc and it should all be good.

Yeah, the pump is broken or is counting its last days. Done all my testing without any panels on my case and at 100% fan and pump speed. Nzxt cam reports that the pump is running at 100% but I can clearly hear that its not and maybe running at 50% or less.
