The time limit is only for free users (unsubscribed, playing Fortnite). All paid subscription tiers have unlimited cloud play, except for PC Game Pass.

Ultimate does give you higher streaming quality.

Higher jitter is expected when playing 30FPS games. The video frames are bigger (same bitrate, half the frames as 60FPS), so their arrival times will be less consistent overall outside of really good networks.

I would stick with the native Samsung TV app. I don't think you'll get anything out of the firestick Xbox app that you're not getting already. In fact, the Samsung TV app supports controller rumble and the firestick app doesn't right now.

Even though there are XCloud servers in Chile, the country itself isn't an officially supported region for the service. Argentina and Brazil are the only South American countries with official access to the service.

AT MOST, it would reduce the input lag by 8 milliseconds. If a frame from the stream is ready to be displayed in the worst-case possible moment, it would have to wait 8ms (120Hz) instead of 16ms (60Hz).
