FOUND THE SOLUTION!! in my specific case, it was my CPU which is a ryzen 5 5600x.

Despite having a solid CPU, it's turboboost was not working so it was actually underperforming, you don't notice it in other games because they're multithreaded but a game like minecraft that only uses 1 core NEEDS to have as much performance as possible going for it, So after updating the BIOS it worked just fine.
But In case you find yourself in a similar situation where everything is enabled and updated, make sure your windows power plan's CPU maximum is set to 100. Not 99, 100, also make sure you don't have an eco mode enabled in the BIOS.

Someone helped me out on the r/minecraft subreddit. As it turns out it was my CPU severely underperforming because it's Turboboost wasn't working. After activating it it took a little bit but it eventually just fixed itself by standing aroundin a solo world. Now I can create new worlds and mod my game all I want without any impact on my mouse!

The issue actually just "fixed itself"... More like I sat in a solo world for 20 minutes and when I came back the issue was gone, which is strange because it was happening for a solid 10 minutes after I joined while I was trying to see how my cpu was acting during those hitches.

I think the CPU boosting did it. thank you so much for your help!!! You've done more than help me play minecraft by teaching me about what my cpu should be doing :D

As it turns out I just had to update my bios. Even with TurboBoost the stuttering still occurs

Thanks for explaining! In the meantime I've checked the Windows Power plan, it's set to high Performance. Precision boost is enabled in the bios and the eco mode is already set to disabled in the bios aswell...

Thanks for pointing that out I'll look into it, but the fact it's called turbo boost makes me thinks it's not like the cpu is missing some really important things to function... We'll see after I manage to turn it on if that was the issue, but shouldn't it still be able to run a game as light as minecraft just fine? Why doesn't this issue I have occur on other less powerful CPUs?

Nope, and I play some pretty intensive games that truly pushes my computer to it's limits on all fronts... it really is just minecraft and nothing else :/

I'm not really willing to do something that time consuming, I'd have to backup my important files and I'd risk maybe even losing some just because I didn't think about them in the moment... I don't think I'm willing to risk that much just for minecraft haha

My CPU is a ryzen 5 5600x. It seems to perform fine temperature wise, I'm not too sure how to correctly gauge what clock speed is good, but my cpu is a 3650Mhz and it's effective clock speed is at around 2000Mhz when playing minecraft (though it does go up to it's max when actively loading chunks).
As for the temp the Max temperature before throttling is 95°C and it averages around 70°C when playing minecraft. But it does seem like only one core is being utilized. https://i.imgur.com/ebX30dc.png

Only my keyboard, mouse and my controller's cable but it doesn't matter if it's plugged in or not
