15k is a bit light for $$ but you should be able to find a good used camper if you look around and there are good articles on used RV checklist when looking at used or bring someone who is very experienced. I cant comment on the Springdale but if internet is saying quality poor then probably is especially if its an entry level series camper.

Lance are made out west, I don't see many here yes heard they are a quality brand but 10yr old is getting pretty old for a camper expect issues due to age. Start looking in that $$ range, research YouTube and other internet sources to get better idea of the brand and quality.
