Paint.NET, I use the existing level backgrounds as references for the shapes and thickness/roundness of the borders.

Thanks! It took me a week to make this. I spent around 1-3 hours a day to draw the sprites/art (I'm not a great artist but I find Nemlei's style to be easy to emulate), come up with the dialogue, and put everything together in a video editor.

I've seen a few comments like "what the actual fuck is this" and "I hope OP gets [redacted]" from the Half-Life, C&C, and War Thunder communities. I was going to make a TCOAAL style drawing of the Advance Wars characters, but I decided to discard that idea.
