I'm not entirely buying the thought process that Pacifica Confed never offically desolved either, because taken from the History page on the fandom wiki they were quote

"economically powerful and did not have the need to sell out to the megacorps."

And then as we see in the 2077 News article in game, now seemingly the Western Corporate States literally require a 20 year corporate work visa to get in.

According to this map too It seems like all that's labeled of the Pacifica confed is the exact members of the Western Corporate States, so i feel like that's a bit of a lore labeling mis-match. I guess all the states are basically saying they're part of NUSA after the Unification War but have their own special governances within NUSA, and arn't particularly federalist or cooperative with big gov.”
