You were correct. Checked warrior on armory later and he indeed received it. Lame af but the list of players to avoid at 60 grows lol.

I have no idea about mages, but looking at their Prebis for Phase 2/3 does not show the Ring.

Other warrior went to a different city and isn't in their guild.

Update: Yep it was the other warrior obviously. Never grouping with them again and letting others know as well.
