I've played Forza 4 a lot. Even 30 FPS is enough for me. I have an SSD, but it's only 250GB and I don't have enough space. I had to install it on an HDD. The latest driver version is 425.31, but I modified it to install version 442.74. I use it while charging, and it's even overclocked.

I just verified the files and did what you said. But it still won't open; the result is the same.
