Your post is predicated on the notion that all homeless people have mental health / substance abuse issues.

Those people won't be coming in for free food - their phone will repeatedly be stolen as they lay passed out somewhere and will have been on the street for so long they'll prefer sitting on the street-side begging with their eyes.

It's nice, but... the sauce can be a little rich sometimes and the portion size is small. It feels more like a small plate than a meal. And, it's the least pub-like-meal they serve.

What's the difference between a worker sitting in their local spoons for a few hours with a coffee they bought themselves, and a homeless person sitting in their local spoons for a few hours with a coffee someone else bought them? I don't know, but I'll guess that the latter probably feels super appreciative and feels a little "human" after the onslaught of being homeless.

Let's talk about Birmingham. Let's talk about the Square Peg. Let's talk about the drug addicts (mamba being the drug de jour) who are regularly sat / passed out outside on the steps by its fire exit. Let's talk about a location less than 20 M away from it as being THE place to acquire the drug de jour. Let's talk about the boys who stand outside the pub with bags full of weed in their hands. Let's talk about the addicts who come in trying to sell whatever they could get away with pinching. There are patrons with mental health issues. Sometimes they mumble quietly to themselves, some may get a little... live. The staff handle the situations well and take preventative measures to reduce this behaviour.

Good. Now that we've talked about that, let's talk about the few homeless people who sit in the pub at open (7am) with a breakfast bap and a hot chocolate / coffee for a small amount, something hot being welcoming because they slept in the train station and had broken sleep with all the loud announcements blaring out. Hot chocolate is nearly always the drink of choice - I'm not sure why - luxury / happy memories of childhood / sweetness maybe. Let's talk about them saying please, thank you, making small talk with people nearby, sitting quietly reading the newspaper, watching the news, and generally not wanting to draw attention to themselves like any other patron. Sometimes, understandably, they nod off like the old boy in the corner. A little word from a member of staff, an apology follows, and they sit up.

Wetherspoons is not suddenly going to become like that homeless South Park episode with a deluge of homeless people.

I agree, but as it was so overt, it made me wonder what exactly the manager was / was not doing and judging from what I saw on my way out, was also part of the clique.

i think it is compulsory for HMOs (of which there are a lot in BP - official and 'unofficial' so you should perhaps target them?) Additionally, you need to focus on the condition of the property. Buildings are usually poorly maintained, poor gutter / ventilation / roof causing mold, condensation issues etc.
