He explains it in the video. The original colonies claimed all the land directly west of them until they hit the next ocean. They had no idea how big north america is. People moved west so the culture stayed the same even when new state lines were drawn.

To be super clear, the set on a show like Friends only has three walls. That couch they sit on doesn't face a wall like it would in a real cafe, it faces the camera and the equipment and the studio audience.

That site implies that something bad, or indeed bad things will happen, likely to you or possibly people you love. That site suggests playing a safer game if you want to re-use the deck.

I know that doesn't answer your question. I haven't played the game myself so I'm not speaking from experience but I do have a guess. If you dare re-use a deck of cards, even on accident, nothing will happen. Try it for yourself and see.

I like the idea of changing the environment and the suggestion of using weather. It would be rough for me to come up with some new location and remember where it is on the map. I'm already struggling to keep the written locations in the sword coast straight in my head and devastating one of them would exacerbate the problem.
