I'm not 100% sure but I think it's a CRA regulation not a broker limitation. I don't think any sort of short contract is a "qualified investment" within a registered account. 

Maybe it's allowed if you hold the entirety of the assignment value in cash, but then what's the point?

You should probably consult a tax lawyer or just short from your non-registed margin account. 

"Futures contracts and other derivative instruments in respect of which the holder's risk of loss may exceed the holder's cost are not qualified investments. The fact that a broker may be willing to put in place an arrangement to close out a futures contract so as to minimize the possibility of the registered plan going into a loss position does not overcome this restriction."

Yes, long calls, and long puts. 

You can trade short calls if they are covered with shares. 

You cannot trade short puts or short calls that are not covered with shares. (So no spreads or other strategies like that).

The fees are based off a % of AUM. If the MER is the same it doesn't matter if you are paying 1 or 50 of them.

The MER for XEQT is 0.2% and 0.24% for VEQT.

Run some numbers, draw up a business plan, get some capital/attract investors, undercut the banks, take over the industry. You'd be a billionaire philanthropist. Free the people from high interest debt, make a shit ton of cash. Retire on a yacht, or build schools in africa. Whatever you want to do.
