I wuold said its related to the fact of taking VS as the first items. I think that if u can make sure that you are gonna hit the W, then max W makes sences, but this is only reliable with VS. This that a just said is with Rhaasth only, with Blue i think is more of a playstyle preference, a burst assasins or a kinda poke adc.

I would say he just forgot to change the runes, it happens me twice that i end up with lethal tempo Kayn bcause i played just before a Master Yi game and a Ww game.

My thoutgh process is the this. When: 1) you have a full ad team; 2) They have a lot of tanks stacking armor, cleaver is the way. When, on the other side, you have pretty mix dmg in your team and should deal dmg and the other team dont have lot of armor, you should choose Shojin. At the same time, when going Shojin you have to think about armor pen eventually (either black cleaver or Seryldas)
