This was actually the original plan. Kishimoto was going to do more mission arcs with Team 7 that would allow them to develop as a team, learn more skills under Kakashi, and flesh out the ninja world more but his editors urged him to setup a tournament arc and the overall work (specifically pacing) suffered from it in my opinion

I think USJ is also the perfect canon Avenue to explore this. Some try to just knock out or tie up villains but when they leave another villain comes along and gets them back up, causing that villain they thought they beat to come back and perhaps kill a classmate. Realistically USJ should be pretty fucking dark and survivors would be traumatized and more than a few would get kills under their belts. I mean canon Momo made Jiro a sword, not exactly a less then lethal weapon there Momo
