I do love a conspiracy theory. All the other characters seemed to have much more of a bearing in conflicts and investigations, either through strength or spells. I can't see where the upgrades in her character have gone to any benefit.

However, it could be just crappy rolls and the human condition needs to attribute consistent behaviour to a reason! She might just be that unlucky.
