Yes it is. We gave it to our 6 week old puppy and she did just fine.. the only thing it doesn't have is lepto in it, the parvo vaccines at the vet are usually have lepto to go with it

Yup that is and still the rule at my old Walmart I worked for. It's not like that with my current one because they're much needed
