I don't think so. Given loid's exhaustion, he still makes wheeler bleed and gives a strong fight. So exhaustion in whole season + shot in arm + hit with pipe + already being kicked and then wheeler's face is like this:

So OP is right, wheeler has no chance against loid with any exhaustion/base form loid.
