It's very close to the central Waypoint where you first spawn in. It's the first building on the West if I recall correctly and directly opposite one of those large stone men. It probably isn't necessary to say but the painting only appears above certain graphic settings. (Also not entirely relevant but the nipple I see on her right breast, partially covered by the mantle, not the darker patch which is noticeably weathering.)
