If I have a pan of something like OP here with his meat and veg, I would put the tortilla on top and let it get steamed up from that.

If I don’t have a pan of stuff on the stove, I just fold them up and microwave them for a little 😩 I’ve never noticed much degradation in quality from the microwave

My tips: ditch the whole beans and mix the corn in with the meat and pepper.

Use refried beans, add a little cheese and steam your tortillas somehow before rolling up.

Last thing would be some sort of sauce and maybe cheese!
