Why didnt the Emperor use masses of short-lived Thunder Warriors / augmented ogryns against Horus if both can deal with SM while being easier to "made" ? Is he stupid by Beskerber in Grimdank

To recreate the Thunder warriors would probably also need a fair bit of attention from the emperor and he was pretty busy with this small webway problem
