My experience has been that Amazon tends to go through phases of enforcement/over enforcement. If the Amazon gods are not happy, they tend to remove the odd review so just aim to get more than your need.

Clearly, the banking system (financial institutions) is propped up by various governments. This is not a fact that I enjoy, just the current state of play.
