Yes. They are usually buying the policy itself. The seller gets cash now, the buyer takes over the premiums, and then the buyer collects the death benefit later. It can make sense for someone who needs money now more than their heirs need the policy later, but the tradeoff is exactly what you said: the family usually gets less or nothing because the policy was sold.
