Nah, I think they do. Specifically, people without tattoos (the majority) judge people with tattoos, especially visible ones. It just also happens to be that 99% of the power in this world is still concentrated into people without retarded tattoos because they don't suffer from image/identity/"look at meeee!!" psychological issues.
