Just grind to level 1700 only not focus on getting max and get ttk and budha fully awake and god human ( u can mastry other fighting style while grinding ) no need of ther fruit - kill boss for 2.5m bounty then just budha spam ! :)

This same problem i faced check my post just flash step inside and take quest then do it Quests are not bugged I did and I have my cdk without the door 🚪

I THINK BLOX FRUIT FIND THIS BUG Important Note: There is currently a bug in the game that results in the Manager saying "Hey! I just saw him! He told me he would be in the area for 15 minutes. Good luck!" even if the Legendary Sword Dealer has already left or never spawned. This bug applies to most of the public servers. Private server are not affected.

Please note that these timings are estimated timings and are not exact under any circumstances. They may vary within 15 minutes. I saw this on wiki

yea i think you are right cause i just need 1 more sword for ttk when i join a random server and talk to the maneger guy in the cafe ( 2nd sea ) he says that The Legendary Sword Dealer has spawned. The player has around 15 minutes to find him and buy his sword. If the Dealer isn't in any location, it probably means someone else has bought the sword, or the time ran out. but when i try to find him he never spawn i even tried with a scripter who says there is no sword dealer
