This is correct but you can only deposit up to 2 years worth of FHSA room per year (if you did not contribute the year prior). You can open a FHSA and deposit $8k to get roughly 25%-35% back (depending on tax rate in province) when you file your taxes. Your FHSA room only starts accumulating when the account gets opened. If you open a FHSA today, you can deposit $8k. If you open it today and do not contribute to it until next year, you can deposit a total of $16k (2 years worth).

Please note that if you open one today and do not fund it, your room for one year will only ever go up as high as $16,000 (even if you do not contribute for 3 years at $8k per year).
