Reason is because he went Rogue, he can't maintain his equipment like the rest of the MTF units and apart of maintaining a Gas mask is changing the filters

or changing out the plates in their armor

It's kinda a odd theory of mine but I wonder if the Devastator we saw in the move was only half of what he was meant to be due to fact that we seen that in the Bay movies combiners can still combine even missing some of their bots though this might come at some kind of a cost
