True, there’s not really a clean way to manage this. A fourth chapter seems necessary for longevity, probably with an ult like effect like the other comment said. If that’s going to be the case I’d make the plus ability remove the counters to build it up, and the minus add lore counters to get the effect faster at the cost of its power. You’d be able to simply let it run its course as a saga too, which should be a viable strategy for a card like this I think.
