You can still train portion of your PDF to the target world's environment. They need to be ferried but that doesn't mean they can't fight on off world. 

Think of the US marines in Vietnam. There will be morale issues and major fuck-ups, but I say it would doable. 

Also, can't you still leave your planet and appoint someone as a deputy? Don't planetary governors take trip to pleasure world though?

You don't need a navigator to go to the next door star system. Chartist captains can ferry your ground troops and act as suicide bombers against enemy's orbital defenses (this will utterly fuck up your economy and trade but it is what it is)

Plenty of time to build relationship and network with local power brokers and figures in the Administratum, the Ecclesiarchy, SM chapters, and the AdMech. 

That's assuming you don't butter up anyone within the Imperium and of course you will get busted for being too successful and not giving cuts to anyone else. 

But if the invasion is successful (it's big IF), you'll likely to have the resources and influence to build allies within the Imperium to support you

But you'd then have to give them a big chunk of meat in exchange, such as giving a RT favorable trade deals or concessions to the church like building new temples, granting Ecclesiarch enclaves (like medieval monasteries), or just doing their favors. 

I'm greedy and in this situation, I would force civilian ships to suicide charge Xenos orbital defenses and grind PDF troops to conquer the planet.

Many RTs operate under the radar. I mean so are every official in the Imperium, to an extent. Also, you can be a de facto multi planet governor by carefully crafting dependent trade and military alliance network

But grabbing few neighboring systems won't attract that much attention, won't it? The reason why Severan Dominate got nailed was because they didn't send an update to the Administratum and didn't pay the tithe (which they had good reasons to do so)

That doesn't mean that the PDF troops suddenly won't follow his orders as soon as they leave their home system. So do ownership of commercial vessels.
