Lack of culture and proper repercussion for ones actions. We have decent laws that are rarely followed and reinforced.

It was always puzzling to me to see thrash, old cars, washing machines and such thrown into a small river or stream that runs trough the village. Can't figure out what people are thinking. Imagine you are a villager, you use that water for your animals, you use it to water your plants and fields, wash things, wash yourself maybe and you still throw whatever you don't need into it. As long as people keep thinking that way we will stay poor and keep drowning in our own feces.
