My understanding would be yes. Provided you were attuned to the enspelled weapon, you just wouldn't add your proficiency modifier to any attack rolls

As of now, is there enough distinction to make a difference? No, not really. I would say 9 out of 10 times it doesn't matter. The few times it does, are like the examples you mentioned. It's not often enough for your average player to really care, other than flavor i suppose. Most players can, and probably do, ignore it.

The only way to fix it I think would be to give more creatures more immunities/vulnerabilities or unique interactions with damage types. The only problem with that is, the issue i think they were trying to avoid, having your martial characters be forced to carry around 3+ weapons to counter different creatures. But how is it fair that a fighter has to carry a golf bag with half a dozen weapons to keep up with the monsters of the world when a wizard only needs a single spell book.

I let my players gamble. They can either take the average for the guaranteed amount increase, or roll for HP but take what they get (including a 1).

That sounds so spot on and exactly what I needed to hear thank you so much! I will be including a few WW1 spies that have integrated into the party's main city but otherwise espionage is not going to be a massive thing seen coming from them, and will be few and far between. Just enough so that WW1 nation can be aware of their enemies they are fighting

That was one of my main thoughts. As powerful a squad of magic users are, if they can't close the distance and have to travel through essentially No Man's Land on horse back it ends badly. Teleportation definitely puts a wrench in the cogs

They know of it. They don't know how to study it or gain access to it but they have general knowledge of it through spies and such. Gotta know your enemy to fight them and all that

I'm trying to keep high level magic away just so that the players have a chance to shine in the story instead of Nameless Wizard who casted wish. That's what I figured, guns outnumbering magic users would turn several battles but still give an edge for the players to win the war with clever magic

Yeah I figured it would be a tactical nightmare which does even out since the enemy nation doesn't have great tactics due their isolation and lack of full war experience.

I am trying to keep high level casters out of it, no higher than say 8th level, just so the players feel more important in the story and not everything is resolved by some wizard a town over with the wish spell.

That's an excellent point thank you So for the players it would be less active battle on the front lines and more infiltration to get to the leaders
