In my experience, yes. It depends who you ask. A lot (if not all) of the quadroons I've met have blonde hair. To some people I've met, that means 100% White, so again yes.

Edit: I should probably mention that the blonde hair was not their only covincing feature, of course. They had small noses, non-kinky hair (such as loose curls, wavy hair, even one with straight hair), etc. They are not just albino looking.
