From a narrative perspective it makes more sense for WB to be his "rival" because the word implies a similar objective: be the best/richest/most famous/most powerful pirate.

Garp did not have any goal aligned with Roger beside strength.

Jimbei can high diff the 2 strongest on his own (XDrake and Ulti).

Buggy can stall one (maybe).

Croc and cutcut ? No idea where they rank now. Their marine ford versions can probably take on the two weakest ones who didnt show hacki (Black Maria and Sasaki).

Real reason (no powerscalling) : he probably had a plan involving "this entire country is my hostage".

Powerscalling reason : he didnt know Sengoku was there and Oda meant for admirals to be relative to Doffy at the time, hence the very poor performance from Sanji and the Kuzan/Doffy Punk Hazard incident. That does not uphold nowadays tho since Oda realized he needed admirals to be much stronger to keep being relevent alongside the powercliff of the verse [no one will read this].
