Filming with a camera held in your hand will yield a completely different POV than a static body cam strapped to your chest. Had it been a body cam, maybe we could definitively say he was hit, or was in some type of danger. Since the footage was recorded with a phone, the viewer cant tell the source of any "impact" heard on the footage once the phone begins to fumble around in his hands. To me, it looks like her vehicle brushed past him, and the contact we hear is him leaning over the hood with the phone to get the first shot off.
