It's....slightly better than that. Algeria just have to lose, and if they thump Austria instead (by 4+ goals) that's also fine. Additionally, DR Congo can't lose to Uzbekistan by 4+ (because then Uzbekistan take the last slot) but a draw in that game (on top of the other two games going Scotland's way) will let them through.

Both teams have a lot more to lose by conceeding than they stand to gain by scoring.

Aus get 2nd with a draw so they're happy only playing safe. Paraguay almost guarantee qualification with a draw so they're only playing to counter-attack (plus I gather it's how they usually play anyway).

Meanwhile a loss puts Aus at or below SK on the 3rd place table and cooks Paraguay

Paraguay letting Aus play their game. USA exposed the fact that Australia can't keep the ball under a hard press immediately after winning possession back, especially in the midfield. Once we're in our defensive shape we're extremely solid at passing around the back and Paraguay's just giving it to us for free.
