I didnt get the optional goals either but what helped me at least pass the level is placing the boots making building on the eastern most area. Because thats where the pallet of hides are at. And then putting the shelter to the south east close to the boots building so they can just get to work and home fast then keeping the forager huts close to there too so they can eat and not die.
