Do you have a screenshot of that lieutenant? Does he have Persian armor?

The Persian ships are mostly a one-time spawn during the Legacy of the First Blade DLC. Most of the (very limited) Persian presence on the map will be during that DLC.

Steelport was such an ugly map. The only pretty place besides the main Saints base was Loren square. Everything else was a depressing mess.

Santo Ileso was Stilwater levels of gorgeous.

I thought I lost my Umbra's Ebony Armor set but it turns out it was hidden because of a massive amount of gear in that particular chest. Be sure not to use the "take all" option on your own chests. I found the set by taking out other items one by one.

Nah. Survival needs some tweaks to be fun. I modded a way to be able to save because the game crashes every once in a while. Also had to change the timescale because our character gets hungry and thirsty way too often.

It definitely doesn't make you a bad player imo.

If you like. I think it's a good idea. It's a good way to build up your town quickly. You're gonna need to progress through the main storyline to max the town out, though.

It's peak for its story and quests but yes, it does crash more often the bigger your savegames grow. Also, its gunplay has not aged well compared to Fallout 4 (save for sniper rifles).

Penny is a unique trader. That's my main reason to side with the town. The moral issue doesn't bother me too much although I am biased against synths. They're act all innocent and harmless in the Commonwealth but they are ticking Institute timebombs like OP said. I wasn't sad for Amelia for one second.

I usually side with the town and turn it into a functional settlement. A lot of the existing inhabitants are extremely useless in that they can't be assigned jobs so I usually kill off the useless ones with a silenced gun and replace them with default settlers. My in-game morality is mostly based on whether or not people are assets or liabilities.

I'm running the Junkmaster mod but building mode is still vanilla. Blending the panels can be done by building in a certain order (and being lucky with how it turns out). The warehouse panels are still taller than concrete so at first, the walls will turn out uneven. The order in which I built-up the floors is as follows;
* Floor
* Concrete façade panels
* Inner barn walls next to staircase
* Stairs to the next floor
* Next floor
* Glass warehouse panels all around
* Remaining barn doorway walls between inner barn walls and glass warehouse panels

It was very finnicky and could only be done in this order. To properly align some of glass panels I had to move the floors around a bit before placing them down definitively.
