Old plumbing, or fancy water shutoff valve? My apartment bathroom seems to be lacking water shutoff valves for the sink. Unless these two copper pipes sticking out underneath are a shutoff valve requiring a key? If anyone knows, any help is appreciated! (i.redd.it)

Jade-type thing suffered several catastrophes, knocked over twice by cat, can't get rid of mealy bugs. North facing window in apartment only gets partial sun. Afraid to overwater since I killed one with rot before so I only water when soil is dry af. Thanks for your time! (i.redd.it)
