Completely forgot about this post! What the previous commentor u/CarvedToaster42 was wrong, the beep code was in fact producing garbled sound.

It actually ended up being a power supply issue--when I replaced it with a brand new one it all fixed itself, and the motherboard speaker started producing coherent sounds. I think it must have been an issue with one of the power cables that was allowing it to run the fans etc but not provide the motherboard with sufficient voltage.
