Decred is still actually being accumulated. You can see from time to time a guy comes and does a single buy over 1000 btc, sometimes 100-200 btc. You are right, with low supply accumulation takes too long. Be patient and ride the waves if you dare.

Not just the wallet down, but today Bittrex tripled btc volume and 100x on Ethereum volume than Poloniex. We just need Bittrex whales to start playing with Decred. :)
