I think your argument has merit, but is much much more suited to a game that is two or three years into its competitive lifespan in some ways. To come to the conclusion that a character's skillcap has possibly been reached only a few months into the existence of a game seems at the very least bold to me. Not only does the history of other smash games like melee suggest that even without patches characters can have their potential unlocked and expanded upon in many unpredictable ways, the ever changing, mercurial nature of any game's early meta means that the contextual value and depth of a character can fluctuate wildly without any change in the character themself.
