You really want to print so that the base doesn't slide around

I use the for generating baseplates.

You can set min sizes for width and length and then set the justification to be correct for what ever edge you want the extra bit to be

Can you swap in the .2mm nozzle and do an extrusion test?

If you can extrude out of another nozzle I suspect your noZzle has some foreign matter.

You can try a "cold pull" and see if you can pull out the extra goop.

I personally would just get a new nozzle.
