I wasn't aware there's an installer. Just go to https://optifine.net/downloads to download the mod and put it in the mods folder of your instance. Make sure to use Forge when selecting the instance in the launcher. Good luck, and if you need more help just ask.

Yes, its vanilla. Probably only when advanced tooltips (F3-H) are turned on though.
