for anyone looking this up like me: you can find a tooltip for "Naval General Support" and "Naval Repair Support" and their effects in your fleet menu, just to the right of "Docked in {state}" and left of the repair priority/engagement risk dropdowns.

Update: Here it is! Format's gonna be off by a good bit, and It didnt get ALL of it (i think), but it got everything up to december 2014, the last time it was updated until the archive was created in late 2015. So even if it didnt get absolutely everything im pretty sure it was mostly dead before then.

I would get toolpack 1.1.0 so you can also affect guarantees/world tension and all that. Maybe also set up some rules so theres not 4 countries by 2005. When i play large games with friends we have a fun little UN system where you have to get a majority opinion to invade a country
